HEALTH OPTIMUM (Health OPTIMization throUgh teleMedicine) is a European project co-funded by the Veneto Region and the European Commission in the framework of the eTEN (Trans European Telecommunication Networks) programme, which permitted the implementation and development of telemedicine services for neurosurgical tele-consultation and the tele-laboratory from 2004 to 2009.

Arsenàl.IT drafted the technical specifications for interoperability and supervised the installation and start-ups of telemedicine services; in the second stage it contributed to the validation of organizational models for two new applications: neurological tele-consultation for managing ischemic stroke and management of oral anticoagulant therapy. 

It was a European initiative that included the Veneto Region as leader (23 LHAs involved with ULSS (LHA) 9 Treviso in the coordinator role), Gobierno de Aragòn (Spain), Syddanmark Region (Denmark), County of Uppsala (Sweden) and County of Timisoara (Romania).

The project was developed in two phases. The first, defined of Market Validation, begun in 2004 and concluded in 2006, demonstrated the sustainability of innovative organizational models experimented in various European healthcare structures, while the aim of the second stage (Initial Deployment, begun in 2007 and completed in 2009) was to disseminate the previously validated models on a broader scale and try out new ones. Arsenàl.IT managed the following monitoring phase, gathering the outcomes of the pilots and of their following management.

Completed the project, today in the Veneto Region HEALTH OPTIMUM looks like a telemedicine consolidated network that connects 34 peripheral hospitals with 7 specialized centres, involving more than 1.000 professionals in all the region. The technological platform is used at the moment by the projects Veneto ESCAPE, DOGE and RENEWING HEALTH.
